The Ukrainian crisis continues to develop on many fronts. Following the United States’ lead, the European Union voted on July 29 to enact a broad list of economic sanctions against Russia. Later that day at a press conference convened by President Obama a reporter asked, “Is this a new Cold War, sir?”
