A November 17 article in der Spiegel says Germany has begun to see Russia as an adversary instead of a partner. German leaders are watching what the article calls “a broad new approach” by Russia in the Balkans. They fear that approach is an effort to “prevent the region’s further rapprochement with, or even accession to, the European Union.”
