Defiant in its territorial dispute with other Asian-Pacific countries, China is undertaking an island-building program, increasing naval patrols and extending territorial claims in the South China Sea. The Philippine President, Rodrigo Duterte – well-known for his rabble-rousing rhetoric — threatened to send troops on a “suicide mission” if China doesn’t “lay off” the Manila-occupied island of Thitu.
